How did David McNarie (dmac) obtain the documents he uses?

According to the Pt.2 Documentary Plumas County Sheriff Greg Hagwood gave them (Josh, Sheila, and Crew?) access to the Keddie murders case files including crime scene photos and interviews with the primary suspects.
We do know that Marty was a suspect and we do have one of his interviews. There were 3 more suspects whose fingerprints were resubmitted for comparison a few years after the murders but we do not have their interviews. If Josh ever had access to those 3 interviews, or the interviews of other key people, he chose not to share them.
